Believe it or not, I located this one in Korea.  It doesn't look like much, but it is a prototype of "Ultima The Savage Empire" as published by Pony Canyon in Japan.  I opened it up and it does indeed have a genuine Nintendo circuit board and two large EEPROMs holding the program data. This cartridge is heavier than a normal SFC cartridge.
 
 

The text on the lower right of the label says you are not  supposed to make illegal copies of this software.
