This is a "memory card" which was compatable with some of Ascii's Famicom games. The switch on the left selects which of four memory banks you want to use and the switch on the right is a "write protect". There is also an expantion port on the back (not shown), but I do not know what it was used for. There was also an adapter for use with the Superfamicom.
